The upcoming Star Trek: Section 31 movie could see Michelle Yeoh's Emperor Philippa Georgiou cross paths with several Star Trek characters affiliated with the shadowy black ops group. Long believed to be a new spinoff series, Section 31 will now be a "motion picture event" for Paramount+, and enters production later in 2023. The official press release states that Emperor Georgiou will join "a secret division of Starfleet tasked with protecting the United Federation of Planets". As Georgiou was a member of Section 31 in Star Trek: Discovery season 2, it could be that this is a prequel movie, rather than a continuation of her story following her Discovery season 3 exit.
Struggling with life in the 32nd century, Philipa Georgiou was sent back in time by the Guardian of Forever (Paul Guilfoyle) so it's possible that she might rejoin Section 31 at some point later in Star Trek's 23rd century or beyond. It's been established that Section 31 has been in operation since the early days of Starfleet, and is still active in the 25th century. This means that, if she is displaced in time, Georgiou can cross paths with characters from beyond the Star Trek: Discovery timeline. Here's every Section 31 character that Emperor Philippa Georgiou can meet in the upcoming movie.
